Tax Refunds for International Events & Seminars in UAE

On 16 June 2019, the UAE Cabinet approved a decision allowing VAT refunds for international events, seminars, and conferences held in the UAE. This major step supports organizers by reimbursing VAT spent on services related to event arrangements.

The decision aims to boost the UAE’s business environment, attract more global events, and strengthen the country’s position as a global hub for meetings and exhibitions.

Purpose of VAT Refund Decision

The UAE government implemented this policy to:

  • Reduce the cost of hosting international events.
  • Support local and international event organizers.
  • Strengthen the UAE’s competitive edge in the global events market.
  • Align the UAE tax system with international standards.

Economic Impact on UAE

The events sector already contributes over AED 2 billion to the UAE economy annually. With this decision, it’s expected to grow beyond AED 5 billion in the coming years. This creates more opportunities for hotels, venues, logistics, and service providers.

Eligibility for VAT Refund

The decision applies to:

  • Events, conferences, or seminars licensed by a competent local authority.
  • Meetings between licensed organizations with mutual interests.
  • Events conducted for a maximum of 7 days.

Abu Dhabi National Exhibitions Company (ADNEC) confirmed it received the FTA license to waive VAT for international events at its venues from June 2019.

Conditions for Claiming VAT Refund

Organizers must meet these criteria:

  • They must not have a permanent business establishment in UAE.
  • They must not be VAT registered or required to register for VAT.
  • They must not have already claimed VAT from the supplier.

Benefits of This Initiative

This government initiative will:

Strengthen UAE’s reputation as a global MICE (Meetings, Incentives, Conferences, Exhibitions) hub.

Reduce event management costs.

Encourage local associations to host international events.

Attract more foreign participants and boost business tourism.
